You wouldn't know this was fanart unless you read the artist's comments. Anyway, I think this is real cute. The expressions on England's and Seychelles' faces are kinda flirty and their body language is very casual and playful. The details in their hair is done really well in reaction to the water. Anime hair defies gravity so why can't it defy water, too? The cool colours of the background is a great effect, making the viewer feel submerged in the world with them.

Anatomy-wise, I only find the dent on Seychelles' left torso a bit unnatural. It makes her rib cage feel too small in relation to the rest of her body.
